mame.net This is the site of the people who have created the Mame Emulator, which makes all these possible. Here you can download the latest version of MAME, get some instructions, and contribute to the project if you want.
mameworld.net While not officially connected to mame.net, they have the best news I've seen about the emulator scene. They have links to other sites that have tutorials, products, even alternative emulators.
gamecabinetsinc.com This is the site that got me started. They sell the hardware for creating a cabinet, they sell plans for cabinets (including one of mine), and are generally a good resource.
Build Your Own Arcade Controls This is one of the classic sites on creating cabinets. It has reviews of hardware, tutorials, advice. It also maintains a list of cabinets that people have made, an amazing number
RetroBlast This site also has great articles and great reviews
Preston's Mame Box I was surfing along and found this very cool cabinet. It's not really a cabinet, more like an arcade console you hook up to a TV.
StarRoms Most of the ROMs for games aren't available other than through people making copies, making their use an ethical gray area. However, Star Roms has arranged to sell the ROMs for all Atari games. The price is very low, so there's no excuse for not being legal on the Atari games you play.
